Why Tariff Volatility Is Driving the Warehouse Staffing Surge Right Now

If your warehouse has felt busier than usual over the past few months, you’re not imagining it. Labor pressure is rising, deadlines are tighter, and the staffing methods that worked before may not be keeping up.

What many operations leaders have not connected yet is why this is happening. The answer starts earlier in the supply chain, with a decision that thousands of companies made around the same time: rushing to stock up before tariffs hit.

What Is Driving the Warehouse Staffing Surge Right Now

In 2025, many companies faced the possibility of much higher import costs. To avoid those costs, they made a common decision: bring inventory into the country now before tariffs make it more expensive later.

Tariffs on many Chinese imports rose sharply, with an additional 125 percent levy stacked on top of an existing 20 percent tariff, bringing the combined rate to 145 percent on some goods.¹ For many businesses, storing extra inventory for several months cost less than paying duties at that level.

As a result, a large amount of inventory arrived at warehouses at the same time. Distribution centers that had been running at normal capacity suddenly had to receive, store, and move much larger volumes.

Inevitably, more workers were needed to catch up to the work. Job openings in transportation, warehousing, and utilities climbed to 341,000 in April 2026, up from 312,000 in May 2025, according to the US Bureau of Labor Statistics.² That April peak reflects the wave of employers scrambling to staff up for the inventory surge in real time.

Why This Surge Has a Shorter Window Than It Looks

The thing is, inventory spikes usually follow a predictable cycle. And this one is caused by current, specific events. Like most surges, it will not last forever.

For instance, during the COVID years, warehouses saw a sharp increase in activity as companies brought in large amounts of extra inventory. For several months, warehouses were busier than normal. But once that inventory was sold and stock levels returned to normal, demand slowed down again.

The same pattern is already showing up in this cycle. Job openings in transportation, warehousing, and utilities hit 341,000 in April 2026, then fell to 298,000 by May, according to the Bureau of Labor Statistics.² That one-month drop is a signal, not noise. It shows the surge already peaked and is starting to unwind, faster than most operations leaders expect.

This matters because demand can look permanent when you’re in the middle of it. A busy warehouse today can make it seem like the surge will continue for years. In reality, many inventory-driven spikes last much less time than employers expect, and the data suggests this one may already be past its peak.

Why Timing Your Staffing Decision Is the Real Risk

One of the most common assumptions during a demand surge is that workers can be added whenever they are needed. In reality, building a reliable workforce takes time. Even when a staffing partner moves quickly, the process still requires:

  • Recruiting and sourcing candidates
  • Screening and vetting for fit
  • Onboarding and confirming availability
  • Scheduling and coordinating start dates

Larger warehouse hiring efforts often require weeks of preparation, not just a few days.

When employers wait until a surge is already underway, the labor market is often much more competitive. Many of the strongest candidates have already accepted jobs elsewhere. The issue is usually not that workers cannot be found. The issue is finding workers who are qualified, dependable, and likely to stay through the busy period.

Operations leaders who start planning early have access to larger candidate pools and more time to evaluate workers. Those who wait often end up hiring from whoever is still available rather than whoever is the best fit. That difference often becomes clear within the first few weeks on the warehouse floor.

What a Smarter Surge Staffing Approach Looks Like

Operations leaders who come out of a demand surge without major disruption tend to do a few things differently.

Start Planning Early

The companies that get the best workers are usually the ones that start planning before demand peaks. Working with a staffing partner early gives you access to more candidates and more time to find the right people.

Use Contingent Labor for Short-Term Demand

Temporary and contract workers can help you handle higher workloads without adding permanent headcount. When demand slows down, you can reduce staffing levels more easily and avoid carrying extra labor costs.

Include Finance in the Decision

More companies are treating workforce flexibility as a business decision, not just a hiring decision. Finance leaders can help balance the cost of being understaffed during a surge against the cost of adding too many permanent employees after demand returns to normal.
